The three options as seen in the course of the paper are very inflexible and there is very little room for negotiation or political maneuvering. All have a claim to the entire territory of Jammu and Kashmir . However, none of the three is able to command the loyalty of more than a section of the population of that territory. The promoters of independence most probably have the support of the single largest segment followed by India and Pakistan faction, in that order.

The need therefore is to have a mutually beneficial and joint rule by both India and Pakistan, as the state cannot function independently, this has been very clear, as the part held by Pakistan the “Azad Kashmir” is not an independent state either, instead it has a puppet government. In the same way, the government installed by the Indians in their side of the territory is controlling the insurgents and the majority by brutal force. Therefore, the ideal solution would be that both the countries have a joint and equal right to the state, while providing some kind of autonomy for the Kashmiri people to live freely.
