This term paper discusses choice problems. The No Child Left Behind Act which was implemented in DC area for children in low performing schools gives them an opportunity to change schools and transfer to a better either publicly funded school, however this chance was availed by a very small number of students.

This editorial in the city edition of Richmond times (2004) discusses the problems associated with the voucher system. The article states that although there are improvements in students’ performance in some schools however the results from Washington DC program shows some flaws.

The No Child Left Behind Act which was implemented in DC area for children in low performing schools gives them an opportunity to change schools and transfer to a better either publicly funded school, however this chance was availed by a very small number of students. From other areas students got transferred in good numbers but from DC only 109 applied and 68 got the vouchers, this was in spite of the fact that the schools in the District of Columbia area are the worst in the nation.

There are several reasons the first being the low quality of schools in DC area; the other problem is distances and transportation. The third and most important is the parental factor; when parents take interest in school the standard of the school automatically rises, on the other hand if the parents don’t take interest in school why would they bother with vouchers, and transferring their children would not interest them.

The bottom line according to the editorial is that school choice probably will work only when those to whom it is presented have both adequate means and satisfactory motivation to make superior choices. Thus even if the intentions at the end of the policymakers are good, but if to those it is offered do not respond favorably then the whole exercise would be fruitless.
