Because dilemmas sometimes arise in social policy implementations, those having politically sensitive or a grave consequence to those who are affected require adaptations to refine their ability to be effective in achieving their purpose. Adaptations to existing social policy often require refinement. What flaws there are to child protective services can have effects on people’s lives having serious implications. Amendments to smooth out the rough spots that arise from implementations of social policy mandate changes in the work and philosophy organizations observe. With each adaptation service providers hope to be increasingly effective in ameliorating problems resulting from their activity.
This paper will concern itself with whether there are findings indicating African American children need special consideration for risk factors that are unique to their beings. If so, social workers would need to factor these elements in making a determination for foster placement. There are concerns of African American children’s psychological reactions to foster care placement. Are African American children susceptible to experiencing extraordinary psychological reactions to foster care? Are there issues that may derive from an initial placement that prove contrary to African American children’s needs and interests? Are there risk factors to social policy that heightens the risk of their not being reunified with their parent(s)?
.In regards to children’s psychological development every child undergoes challenges in acclimating to the stages of psychological development. Family disintegration imposes additional demands on their adjustment. Being placed in foster care there are issues centered on separation. This can lead to children being conflicted when, while enduring issues of separation they may also begin to identify with foster parents. Subjected to multiple placements, children are forced to develop coping mechanisms that further erode their psychological well-being. They may rebel or withdraw; while becoming increasingly guarded against developing closeness with new parents. “Whatever the child’s age when placement occurred, he/she must struggle psychologically while simultaneously maneuvering normal phases of childhood” (Katz, 212). Do African American children experience extraordinary psychological effects from foster placement? If so, are their clearly identifiable factors to account for that phenomenon?
