The theory of pre-existing conditions is acceptable when the object of coverage is a car or a house but in case of this condition in health insurance it discriminates people based on their diseases like diabetes or hypertension which they might not be able to control. When it comes to health insurance, there has long been a debate about pre-existing conditions. Also known as the Kennedy-Kirshenbaum Act, the Act includes a section, Title II, entitled Administrative Simplification, requiring:
- Enhanced effectiveness in healthcare delivery by regulating electronic data interchange,

HIPAA called upon the Department of Health and Human Services (HHS) to publish new rules that will guarantee:
- Standardization of electronic patient health, administrative and financial data
- Unique health identifiers for individuals, employers, health plans and health care providers
