DeStefano, Moore, Balwanz and Hartwell (2007) reported on two cases of educational systems studied by the U.S. Agency for International Development (USAID) in Afghanistan “under extreme circumstances” of “near-constant war” and the banning of education delivered to females.

In 2004, the USAID-supported program Educational Quality Improvement Program 2 (EQUIP2) explored community-based “complementary models of education” in underserved regions around the world lacking formal education programs. In Afghanistan, the group identified two models of complementary education. First, the Afghanistan Community Schools covering grades 1-6 with an emphasis on rural children, and primarily girls. And second, Afghanistan Home-Based Schools serves grades 1-6. These schools delivered education developed by the International Rescue Committee (IRC) and CARE. The idea for both systems was to prepare students to transition to public secondary schools after completion of the program. DeStefano et al. (2007) reported that peak enrollment for the community schools numbered at 45,513 while for the home-based schools  the peak number served was approximately 14,000 students (p. 22).
