This term paper discusses exclusion of homosexuals from US military. For nearly 50 years, it has been the U.S. military’s official policy to exclude homosexuals from service. Soon after taking office in 1993, Clinton faced powerful military and congressional opposition to lifting the ban. General Colin Powell, then – chairman of the Joint Chiefs of Staff, and Senator Sam Nunn, who was chairman of the Senate Armed Forces Committee between 1987 an 1994 and left Congress in 1996, announced that they would seek to block his attempts to lift the ban.

Despite the fact that President Bill Clinton reversed a half-century ban on homosexuals in the military by instituting his “don’t ask, don’t tell, don’t pursue” policy in 1993, by the year 2000 the discharge of gay and lesbian troops had increased by 67 percent.  The whole idea of the new policy was to allow gays into the military, as long as they remained secret and celibate under penalty of being fired or imprisoned.  The policy has rules about harassment, to protect gays, but the fact remains that more and more gay military personnel are being discharged from the military. It is questionable, therefore, that people would join the service and then make voluntary statements that would get them thrown out. To preserve the constitutionality of the United States, it is important that this issue be explored relative to the rules and facts at hand.
