Napoleon had a dominant collaborator in the peasantry, those who had acquired property as a result of the Revolution and who saw in Napoleon the greatest security of their right to the land. It just so happened that the peasantry was also the basis of Napoleon’s army, which worshipped him. As long as Napoleon maintained the loyalty of the peasantry and the peasant army, his position was secure.

Napoleon strongly identified himself with the Jacobins. Napoleon admired the Jacobins’ well-built federal government, their dedication to deal positively with the troubles faced by the new nation, and their effort to build a powerful and secure country at the same time victorious against its enemies.

Napoleon evidently felt, that a vigorous federal state was necessary to strengthen the progress accomplished by the Revolution. However, he wanted to bring about the stability many French longed for.  From 1799 until his death, Napoleon spoke of himself as the one who had concluded the Revolution. By this, he meant that the fundamental objectives of the Revolution had been accomplished and that now it was time to strengthen and codify those gains. After ten years of revolution, France, still needed the suitable establishment upon which to bring into reality revolutionary achievements, and this was not done until Napoleon presented his organizational framework.  Emperor Napoleon turned out to be an outstanding national administrator.
