The idea of restructuring of schools emerged in the late 1980’s. This term was applied to explain the changes needed in the organizational framework of schools. The reason of restructuring was to alter the character of teachers` effort and to restructure administrative systems. According to the main philosophy about school restructuring, by altering the technique in which schools are organized, through different models the administrators and the educationists can change how teachers teach and increase the opportunities for student learning. Another reason why US public schools need to alter is because society is changing, expectations for schools are changing, and the population of public schools is also evolving with the society. This paper discusses two restructuring models, The Effective Schools Model and The Comer Model.

An effective school is one that can display the presence of quality with adequately high levels of success and fairness – ensuring no distinction in the allocation of that success among the major divisions of the student population. These standards must be maintained at both the state and district level and be evident in terms of result, in addition it must reflect the school’s learning mission.

During the second main stage of the effective schools movement the interest of academics turned toward the internal explanations of these effective schools. There were five basic factors which made the effective schools different from the rest. These qualities seemed to explain how these schools were able to preserve their outstanding position. These descriptions the five factors were analyzed in the professional literature. The Five factors were described as (Cited in Lezotte, 1993):
