By 1985, 46 percent of black men between the ages of 16 and 62 were not in the labor force. However, by 1999, the percentage had fallen to 32 percent (Joint Center for Political and Economic Studies 1999).

(1986) and Wilson (1996) have revealed, sharp declines in employment among black men and women aged 16 to 24 in current years have paralleled changes in marriage rates in this age category and only a few economists have considered on the determining factors of marriage, divorce and childbearing. G. Becker believes matrimony as increased utility for one or both parties. Marriage will benefit both parties if one party has a relative advantage in home production and the other has an advantage in engender market income. Stereotypically, men would be wage earners, and women would be homemakers. According to Becker, any changes in these roles would put emotional pressure on one or both parties and make marriage problematic. Along the same lines, Starkey and Ellwood point out that the effect of unemployment on marital shakiness has both utilitarian and social-psychological viewpoint.
