Speaker #1: What do you think about preemptive attacks? When the leaders of a country believe there is a clear threat, do you think, the country under threat has a right to take preemptive action, for example if sometime in future a country tries to attack United states or is thought t have intentions and the means to do so should we use that as a basis to attack that group of people without clear and convincing evidence?
Speaker # 2: I don’t think so, this is against what I think is right: do we have a right to wage preemptive war against a country to oust its regime? Would this be a compulsory and just war? What long-range effects would it have on the international system? If the answers to these questions make this actually a necessary and just war, Americans ought to be prepared to make sacrifices and undergo risks for it. In addition, how can a war be truly just when it engage the daily killing of civilians, when it causes hundreds of thousands of men, women, and children to leave their homes to escape the bombs? And when it will reproduce the ranks of people who are angry enough at this country to become actively against us?
