They focus particularly on he inner-city schools and low-income underprivileged students who lack the opportunity.  The voucher system though may appear to be harmless superficially but it is a threat to the separations of church and state and democracy.

The voucher system is not approved by the Supreme Court (this piece was written before the supreme court ruling (2001)) constitution provides no provision for the state to give money to any religious organization, although there are hazy areas also. The Court has found unlawful any government aid that accumulates to parochial schools in a way that might assist those schools in their sectarian missions.

This program also gives a clear message that the public education system is on the decline, which is blow to the policy of public school of providing education to everyone. The private schools discriminate on different grounds. The public school system acts as a unifying agent in a diverse society, which has people coming from various ethnic and religious backgrounds. Also results show that the effect of voucher system where implemented has been mixed.

Vouchers have been rejected by people during popular votes and don’t seem to be very popular with the general public. They undermine two American ideals, a public school system and the separation of church and state. Alternate solutions should be more universal.
